Autumn morning coffee topics

Morning coffee 1 · Thu 29.10.

The affiliated unit agreement is ending? Deadlock or opportunity?

The amendment to the Procurement Act entered into force on 18 June 2026. As of 1 July 2027, a purchasing entity can only purchase from its affiliated entity company without competitive bidding if its direct ownership is at least 10 %. This applies to many of the purchasing entity's ICT and support service purchases.

Over our first morning coffee, we discuss

  • Effects of national law: What does the 10 % ownership limit mean for information management and support services, who is affected by the change, and what is the implementation schedule?.
  • The EU's future procurement regulation: On 9 September 2026, the Commission proposed a directly applicable regulation to replace the current directives. You will hear why it is worth getting the arrangements in place now without waiting for EU regulation.
  • New opportunities: Can the competitive bidding obligation be an opportunity? We look at how the change helps us evaluate the quality of services, costs and market offerings from a new perspective.

You will get a clear picture of what opportunities the change can open up.

Morning coffee 2 · Thu 12.11.

When the ownership limit of 10 % is not met, the purchasing entity must choose further steps after July 1, 2027.

Over morning coffee, we compare 5 solution options:

  • Increasing ownership by redeeming shares
  • Taking the service into your own production
  • Establishing a new affiliate unit
  • Competitive tendering of the service from the market
  • Joint procurement with other purchasing units

We review the options from the perspective of the purchasing unit, assessing their costs, schedule, risks, and impacts on the continuity of services.

You will have access to a clear comparison framework as a basis for decision-making.

Morning coffee 3 · Thu 26.11.

When many purchasing units dissolve their affiliated unit arrangements at the same time, a competitive bidding glut occurs in the market. This results in a shortage of both purchasing experts and supplier resources.

At the third morning coffee we will discuss:

  • Realistic resource sizing: How does the procurement unit ensure the progress of procurement without overloading personnel?.
  • Division of labor and support: Which tasks should you handle yourself and when external support will bring real savings and certainty?.
  • Staying on schedule: How to complete the tenders in a controlled manner before the deadline.

You will receive concrete methods and action models as steps forward.

Morning coffee 4 · Thu 10.12.

At the fourth morning coffee, we will introduce Graniitti's Procurement Support service, which allows the procurement unit to flexibly obtain additional resources for procurement.

We will discuss over morning coffee:

  • Expert assistance in different stages of the procurement process: How our experienced ICT procurement experts support you in planning, requirements definition, market dialogue and conducting competitive bidding.
  • Operating model in practice: How the service works and how to start smooth collaboration.
  • Flexible resourcing: How do you get the necessary specialized expertise quickly without cumbersome recruitment processes?.

You will gain a clear understanding of how procurement resources can be flexibly strengthened exactly when needed.
